1. INTRODUCTION

This manual is published in accordance with Section 51 of the Promotion of Access to Information Act (PAIA). The purpose of this manual is to assist individuals in requesting access to information held by Network for Animals NPC (“NFA”), in a way that promotes transparency and accountability while protecting legitimate confidentiality.

5. RECORDS AVAILABLE ON REQUEST

Subject to access being granted under PAIA, the following categories of records may be requested:

5.1. Personnel Records

  • Employee contracts and policies
  • HR procedures
  • Payroll (where permitted by law)

5.2. Donor and Campaign Records

  • Campaign performance reports
  • Donor policies (not donor personal information)
  • Partnership agreements (subject to NDAs)

5.3. Operational Records

  • Service provider contracts
  • Internal governance documents
  • IT and data security protocols

5.4. Financial Records

  • Annual financial statements
  • Audit reports
  • Donation reconciliation reports

Note: Access may be refused where records are confidential, subject to NDAs, or contain personal or sensitive donor/employee data.

6. PROCEDURE FOR REQUESTING ACCESS

  • Complete Form C (available on the Information Regulator’s website).
  • Send the completed form to the Information Officer at the contact email provided.
  • Include:
    – Description of the record requested
    – Preferred format (email, print, etc.)
    – Proof of identity
    – Motivation for access (if requesting on behalf of another party)

7. FEES

  • Request fee: R140 (as per the regulations)
  • Access fee: Determined by length/format of information
  • No fee: If the requester earns below a certain threshold or if the information officer waives it

Fees are payable before processing begins.

8. GROUNDS FOR REFUSAL Access to records may be refused on the following grounds:

  • Protection of personal information
  • Confidentiality agreements (NDAs)
  • Legal privilege
  • Harm to commercial or third-party interests
  • Safety or security of individuals or animals
